Rachel Baer, Esq. is Counsel and Director of New Clients at Commonwealth Community Trust (CCT), a non-profit pooled trust administrator that has served over 3,000 beneficiaries across the United States who are vulnerable or have a disability. Ms. Baer leads the New Client team at CCT and works with attorneys and other professionals as their clients join CCT. Ms. Baer frequently teaches continuing education classes on special needs trusts and preserving public benefits to professional organizations, including the Stetson University Law National Conference on Special Needs Planning and Special Needs Trusts, Practising Law Institute, MyLawCLE, Virginia CLE, the State Bar of Georgia Annual Special Needs Trust Program, the Alabama State Bar Annual Conference, the Wyoming State Bar Annual Meeting, and the American College of Financial Services - Advanced Special Needs Planning Symposium.
Prior to joining CCT, Ms. Baer was a partner at Family First Law Group, PLLC, in Alexandria, Virginia, and her practice focused on estate planning, estate and trust administration, and guardianship and conservatorship. Before entering private practice in 2012, Ms. Baer served as an Assistant Attorney General in the Virginia Attorney General’s Health Services Section for two years.

Commonwealth Community Trust (CCT) is a 501(c)(3) nationwide nonprofit organization that administers affordable and client-centered Pooled First-Party and Third-Party Special Needs and Settlement Preservation Trusts. We serve minors and individuals who are vulnerable, injured or have a disability. CCT was founded in 1990 by parents of children with a disability and other community members, and we have served over 3,000 beneficiaries since that time. We have master’s level staff who are knowledgeable about trust administration and the rules governing Supplemental Security Income (SSI) and Medicaid for beneficiaries who are receiving these benefits.
